Well I wouldn't take anything else on the lt's than bolt of change. Put them to safe behind squads or something and let them shoot the vehicles, cause of their BS5 gift of chaos is not the optimized choice for them. Couple of thrall wizards / lt makes them quite nice antitank choice when they get in range. Min / maxing. Of course that will ruin the idea of your army.

I would spring for either another unit of rubric marines or rubric termies for a bit more punch but as you are restricted to 1500pts that may hinder your army more then help it

this list will work wonders against high inf armies and some DE armies but I wouldt rely on your disc lt.
