For 10 points more this guy could be given termy armour and attached to a DW squad. To be honest I'd dump the second HQ – he's a bit of a luxury at 1500 points. Put the points towards buffing a Tac squad or getting another termy squad.

One of the reasons to take a command squad is to take the Apoth and/or standard bearer. If you are not taking either of these you are better of with a Vet squad as their weapon options are better.

Belial, Master of the Deathwing with Thunderhammer and Stormshield 130

This is the worst weapon loadout for Belial, as you are throwing away his Initiative boost. Give him twin lightning claws. If you must have a th/ss then put it on a Deathwing termy.

Fast Attack:

Excellent choice and loadout.

Troops:
Terminator Squad with 5 Thunderhammer/Stormshield, Cyclone Missile Launcher 235

Again not a good loadout. When this squad arrives on the table they are doing nothing except firing a single Krak or frag. The TH/SS are throwing away the Initiative attacks so change them to lightning claws – you really only need one or two assault termies at most per squad. Give the others stormbolters and powerfists, and one an assault cannon. Armed as they are now they will be operating at vastly reduced capacity.

5 Space Marines with Pfist, Meltagun 180
Razorback with TL HBolters, Pintle Stormbolter

Not sure about this squad. It's a bit small and could be easily overrun.

Heavy Support:
5 Devastator Marines with 2 Rocketlaunchers, Pweapon 145

Remove the power weapon. This squad shouldn't be moving let alone getting into cc. Needs more heavy weapons – I'd suggest a mix of two las/two missile launchers.

5 Devastator Marines with 2 Rocketlaunchers 130

Dump this squad and combine the heavy weapons with squad above.

Whirlwind 85

I'd be inclined to drop this for an Auto/HB pred. More bangs for the buck and can move to support the infantry or Ravenwing.
