The warseer folks seem to think the ability IS a shooting attack.
The rule of 40k is "most special rules winzzors (unless your grey knights)" so sayeth me.

it happens in the shooting phase, its called a power, requires line of site and can't be used on a unit in close combat. It sounds just like a shooting attack, but doesn't specify as such.

doesn't mtter, if it sounds like shooting its shooting :)

believe me, having spoken to GW HQ bods and refs about all this, it will a shooting power.

the Deceiver doesnt have any psy-powers, or ranged weapons - he just has a special rule that can be used in the Shooting phase (just like he has rules he can use in the Assault phase), that isnt even instead of shooting. by RaW he can Run and still use it, use it while in CC, or use it and charge a different unit.
