5th Edition Wish List

The grapevine is humming about 5th Edition coming out soon. I know that I cannot change anything going in there but I thought I would let you guys know what I would like to see. Natually I didn't include the basics such as hire a technical writer or let a random stranger read the rules to see if it makes sense.
1) Size Catagories
Size 1 small bits that normally are multiple on a base (scarab swarms etc.)
Size 2 (Man Sized) models that normally are on a 25mm base (most troops)
Size 3 (Large) models that normally are on a 40mm base (Termis, Rough Riders, etc.)
Size 4 (Huge) models that normally are on a 60mm base (Dreads, Avatar, not IG HW Teams as I would want that fixed)
Size 5 (Vehicle) Buggies, Trukks, Rhinos
Size 6 (Vehicle) LR, LRC, Monolith
Size 7 (Super Heavy) Blades
Size 8 (War machines 1) Warhounds
Size 9 (War Machines 2) The bigger ones
This would change the scale for area terrain as well naturally. I would also want to explore having units block LOS for everything below their size catagory. I haven't tried that out yet so I am not sure how much of a change that would make around infantry. Not unrelated but I would like to also list the proper size base for a given unit instead of the current wording of what they are supplied with.
2) Shooting and Close Combat
I would allow you to shoot into CC. I know that will hurt my primary army (Black Templar) but I find it fits many armies that don't get along with each other. I would use the number of models and the size above to randomize hits between units. The idea in my head right now is number of models times size for each size catagory and compare.
E.G. 10 SM are fighting 6 CSM Terminators. That would be 20 for SM and 18 for CSM. Then use a chart for if within 10% then 50-50 if between 10% and 25% then 33-67.
Again don't hold me to those numbers as I would need to do the math to find the best break point.
3) Modifiers in the shooting phase
It is a little messy having all modifiers being on taking armor saves. I would explore having BS going beyond 5 and having that adjusted based on range, intervening terrain not fully blocking LOS, casualties (to represent fear) and the like.
