Have to agree - a dex with all the more famous none-codex chapters in would have been a good idea. They could have put in DA, BA, Wolves, Salamanders etc. There would have been enough material to fill a dex, giving each one an equal chunk, and potentially making cash on the 'you need C: SM to use this supplement.' Even if they hadn't done that, and had put full rules in they could ahve still produced a good book. It's not like there is a shortage of other books that need doing out there to suggest they need to do full books for each separate chapter. They still need to update all the other armies so there'd be very little difference to their financial models.
