You are correct that it cannot be Deployed, but you may be missing an important bit about the restriction for Dawn of War. It limits each player to one
HQ and two Troop
Units, not choices. So, even a Dedicated Transport selected for the Berzerkers would count against the two Troop units. The example in the Dawn of War rules even uses a Troop unit with a Dedicated Transport as an example.
So, in Dawn of War, only three units may be Deployed, one
HQ and two Troop. Dedicated Transports are not exempt from counting as one of these units. So, the Land Raider could not be Deployed since it is a Heavy Support choice, and if it was a Dedicated Transport for an
HQ or Troop unit, it could be Deployed, but it would counts as the one
HQ or one of the Troop units.
