i suppose you could, but in a lot of cases it would be redundant since a lot (most? almost all?) the units that can take them can move up and down in Ruins already.

making it one of the Hormies' rules would be better, IMO.

All that is required for this today is to classify upper levels in ruins as impassable terrain for non-listed units.
