Yes, but the rule states that when charging, if the unit has to make a difficult terrain test, the defender gets the cover bonus.
What I propose is to move your unit out of cover in the movement phase to face the unit you want to charge. Then both units are in the open and the defender will not get the cover bonus.

wouldnt you normally move as close as possible to the unit you hope to charge, during your Movement phase, anyway though? (unless you are playing 4th and have Frags and a lower Init than your target, in which case you want them to get the Cover bonus so you can strike simultaneously :roll: :P)

besides, i think KMB's point was that some units always count as moving through difficult Terrain (1KSons, for example), so cannot get around giving the Cover bonus to their enemies, even in the open. i suppose the rational is that the defenders get more time to prepare to receive the charge and/or fire at the chargers, because they are moving so slowly.

something odd about this rule is that even if your movement speed isnt affected by the Difficult Terrain test (i.e. you roll a 6), you still have to pretend that you were slowed down enough to give your target an advantage. :roll:

Ah! Point taken. In which case, going back to my question a few posts ago, will grenades still negate the init 10 as in 4th ed.?

Unless it is to represent a unit making a ton of noise, or just having difficulty coming out of the cover. But I thought that was the idea and advantage of surpirise, springing out of cover (or concealment) at an unsuspecting foe!
