A weapon being Ordnance isn't about the blast markers, but about additional rules that come into play (eg other weapons fire as snapshots, improved armour penetration), think of the Ordnance rule in the same way as Heavy or Melta or Poison.
Just because a weapon is Ordnance doesn't mean it has a Blast marker (at least historically Hellstrike Missiles were Ordnance but didn't have a Blast marker).
If it (the Ordnance weapon) does have a Blast marker then it resolves like any other Blast weapon unless it has Indirect Fire, in which case Cover and Wound Allocation are resolved in a different way.
