Here I have the formation for the grey Knights do I
Have to have all the models stated
Or have any of them as long as I don't go over the stated amount

You have to have all the unit in a formation. Yes, that does mean 3 strike squads, but they can be of any legal size.

Just to expand on this, if units were optional or of variable size it would say something like "0-3 Terminator Squads" (an optional unit) or "1-3 Terminator Squads" (a variable unit number, but still required to take at least 1) or "1+ Terminator Squads" (a variable number, at least 1 unit, but no limit on the number of units so you could legally have 100 if you wanted), rather than "3 Terminator Squads" which is a specific requirement with no more and no less than 3 squads.
