It says in SW Codex that Njal may use up to 2 psychic powers per turn, if I decide to use 2 psychic shooting attacks do they have to be against the same target?
 Confused I am.

I believe your answer is to be found on page 16, first sentence under 'Check Line of Sight & Pick a Target', "A firing unit can choose a single enemy unit that is not locked in combat as its target, and may not split its fire among different targets."

So unless Stormbringer has a special rule that would allow him to target another unit (something like POTMS) then his psychic shooting attacks must all be made against the same target.

He also needs a rule that allows him to fire more than one weapon in order to use more than 1 psychic shooting attack in a turn.
