Shrike (and He’stan) – Combat Tactics?

In a Ravenguard army led by Shrike can you include fleeting Ironclad Dreads? I'm lead to believe that the Combat Tactic rule is confusing – does the fleet only apply to units that have the combat tactics rule in the first place or does it apply to all units?

I believe a similar problem exists in a Salamanders army lead by He’stan with regards to the mastercrafting / twinlinking ability - applies to the entire army or limited to only units that had the combat tactic rules to start with?

He'stan is worded differently- all units lose combat tactics.. instead all blah blah will count as...
I figure this is ok (e.g. twinlinked melta dreads)
But it has made a load of folks create witchunter lists with he'stan stuck on the top which I think might get GW hopping about looking for a way to say they never said that.
I think the most controversial bit is the *instead* in hestan.. that is definitely up for a bit of discussion.. but it does then reiterate "all your army", over the "instead" IMO.

Shrike's fleet special rule replaces 'combat tactics'. Therefore only units that have 'Chapter Tactics' get to replace that with fleet. Therefore, no fleeting dreads.

Vulkan is different, as everone in the ARMY gets his special rules, therefore even units which don't have 'Chapter Tactics' get twin-linking. That makes allied SOBs nice (I'm not going to get into that rules debate, but I thought other might ;))
