So even though the tech doesn't have night vision he can negate the effects of night fighting when shooting at anything within 36" . :/
If the thunder fire round 'Airburst' is used, this weapon type ignores cover and so uses the "Ignores Cover" special rule.

So even if the target has either the Shrouded or Stealth special rule, they would not get a cover save against
that weapon type, the same as if a template weapon had been used.
However, It is not
the tech that is negating the cover save, it is
the weapon type. If surface or subterranean rounds were used, the target would still get any applicable cover saves. Further, the weapon type itself does not negate
all of the effects of the night fight rule. The Thunderfire cannon has a range of 60", but if the night fighting rule is in effect, it
still cannot pick a target more than 36" away, regardless of the weapon type being used.
