Morning all.

I currently play Bolt Action but I'm looking to build a 15mm Blitzkrieg army.

Initially this is just a fun (i.e. time consuming, possibly expensive and at times frustrating) project, but I'd like to build it so it can potentially be used for gaming at a later date.

The plan is to use PSC Germans but base them on FoW bases. Can anybody give me a steer as to how I should use the bases? i.e. does the game proscribe a certain number of infantry per base? And do command units etc. go on the three slot/smaller bases?

That page is for all intents and purposes correct. Some forces do have slightly different numbers of figures per base. German pioneers can have 5 or 4 per base, depending on the list they are from. HOWEVER, nobody cares. If you put less than four per base your opponents might do some head scratching, but if you have 4-5 on normal infantry bases you're good.

Also worth noting is that artillery spotter teams are two per small base, and German panzerschrecks are four to a standard sized base (two PSs, two riflemen/loaders).
