Hmm, I'm very dubious about this. It appears that GW have forgotten the lessons they learned with 4th/5th ed where they admitted themselves that they totally lost control of magic items leading to some evil combos. With a huge selection of common magic items now and with the old army books having about the same I really don't believe that GW have palytested every single combo. It also puts the new army books at a disadvantage as (although I haven't seen it but what I've heard) the O&G book only having 8 items and I imagine the TKs will have about the same compared with 80 or so in all the others. With the army selection system having gone back to that version using the percentages and this new magic expansion could we see a return to the bad old days of Herohammer?

Of course this expansion could be to WH what Apoc is to 40K

That seems more likely, the current winds of magic doesn't scale well above 5000pts, so along with the notes about "monsters" we could be seeing some sort of Apocalypse addition. Makes sense to me as there is still a fair business in Baneblades & Stompas just on the Big and cool factor so doing somthing involving bigger creatures could work in fantasy.
Expect a really big dragon kit.

Unless it's a meteorite falling to Earth, which will destroy all life, then you're pretty much hosed no matter what you wish for.
Unless it's death by meteorite.
